Born in Bingöl in 1995, Timuçin Bulmuş completed his primary and secondary education in Elazığ. He graduated in Geomatics Engineering from Erciyes University in 2018 and briefly worked in the private sector. That year, he received a Ministry of National Education postgraduate scholarship, completing language studies at Middle East Technical University and then the University of Alabama. Between 2021 and 2023, he completed a master’s degree in Civil Engineering at Ohio State University, where he served as treasurer of the Turkish Student Association and organised social events. In late 2023, he began working in the Department of Mapping at the General Directorate of Land Registry and Cadastre. He also volunteers actively with LÖSEV and continues to serve as a founding board member of the Association of Experts Educated Abroad.
