Uğur Karakoç was born in Istanbul in 1989. He completed primary and middle school in Ardahan and attended Haydarpaşa Anatolian High School in Istanbul. He graduated from Karadeniz Technical University’s Faculty of Forestry in 2012.
In 2012, he received an overseas master’s scholarship under Law No. 1416. He completed language training at the University of Toronto in 2013–2014. In 2014–2015, he completed a master’s degree in Natural Resource Planning and Management at Bangor University in the UK, researching catchment discharge modelling and forecasting using satellite data. In 2016, he joined the Department of External Relations, Training and Research at the General Directorate of Forestry as a forestry engineer with a master’s degree. Since 2021, he has been pursuing a PhD on climate change at Istanbul University–Cerrahpaşa and is preparing his dissertation.
He takes an active role in the forestry-sector carbon inventory calculation and reporting working group responsible for submissions to the UN Framework Convention on Climate Change Secretariat. He also serves as the General Directorate’s focal point for the UN Forum on Forests and Forest Europe processes. Between 2016 and 2018, he coordinated the General Directorate’s participation in the ALTERFOR project under the EU’s Horizon 2020 programme.
